There are no problems with running 1.7 on the z10, we have 4 clients doing just that, although we would like them to let us upgrade them, I don't think they feel it's that important (at least not for them) and actually there appears to be no problems that are forcing them to more before they are ready for it. You should apply the compatibility PTF's, but if you look at them closely you will see that there really isn't that much that is being altered by them.
I'm not sure why 1.7 doesn't show up for you, maybe it's just a typographic error on IBM's part.
