There is a yahoo group hercules-os380 with a working gcc compiler and matching pdpclib. While it's a work in progress, you might want to see if that works for you. Both the compiler and library have been run on z/OS, MVS, and a CMS port is in the works. The g95 page states that the windows version was compiled with gcc 4, so that might work for you.
