You don't have to do this if they are unique, but it is a safe practice anyway. 
The sysres root should always be read only (although again, that is not
required if each system has its own).

See my last post.   What accounts for it is you telling it to mount it /
them via
BPXPRMxx.  But if they were mounted READ only, then the ENQ is SHR and
not EXCL and you wouldn't see those messages.   I mount all "root" files
as read only (java, cics, db2, mvs, mq, was, etc.).
