What accounts for it is you telling it to mount it / them via BPXPRMxx. But if they were mounted READ only, then the ENQ is SHR and not EXCL and you wouldn't see those messages. I mount all "root" files as read only (java, cics, db2, mvs, mq, was, etc.).
