I've never had much luck FTP'ing certificates. I open them in Notepad and copy/paste into a TN3270 TSO session.
Even then, I recall having to rename them to TXT to make Windows display them properly. By the way, the REST is the RESTART command, and that just means that checkpoint/restart is not available in this session. It looks like the transfer was successful. Perhaps Windows garbled the certificate.
