There's nothing in Federal law about this, but there is in some states. Texas, for example. Which, ironically, being the home of EDS meant that at some point, all the job titles had to change for people that weren't licensed engineers. Systems programmers, for example, went from Software Systems Engineers (really descriptive, eh?) to Infrastructure Specialists. Much better, don't you think?
