Bill Is job PRDGIWEB still active in the system GPSYS01? That is what is holding the file. If it is, then you need to possibly cycle that job. If this is the job that abended, then it is possible that you may have to IPL to clean this up. Or contact IBM and see if they can provide a solution.
Is this a unix file? Perhaps there is still a process running holding the file in BPX. See if D OMVS,F can help. If there is a process, then terminate that ID.
