On the ADCD, the IBMUSER ID can have a password of IBMUSER or SYS1 on the
first use. You can also use another USERID SYSADM (password SYSADM or SYS1)
or SYSOPR (password SYSOPR or SYS1), both of those IDs have RACF special
authority. Either of those ID's will allow you to create a new userid or
cahnge the password of the IBMUSER ID via the RACF commands (or ISPF RACF
panels at M.3)

If all else fails, since you are under ADCD, you could rebuild a new Z4SYS1
volume and reload the original SYS1.RACFDS which would have all of the
original passwords. Doing it this way is a bit more complex, so you would
have to contact me offline and I can walk you through how to do it.
