We run NFS client and have ALLOWUSERKEYCSA(NO) on several LPARs. I'm not sure how much use NFS gets on our system, but we've seen no abends for the year or so we've had ALLOWUSERKEYCSA(NO) set.
Are you STEPLIBing to the right version of NFS - that is, the version of NFS that came with your z/OS 1.9 operating system? Mine is in SYS1.NFSLIBE and is on the same volume as SYS1.LINKLIB for example. If that's not the answer, I would open a problem with IBM for assistance.
