I totally concur with the softcap (Defined Capacity) idea. One more suggestion: survey all workloads on all platforms, find more "daytime" workload, and move it to your mainframe to save your employer some money (elsewhere). If overnight batch is driving your peak, then adding more work to mainframe daytime is, to a first order approximation, free. It sounds like you might be able to double (or more) your daytime at no additional hardware or software charge, assuming the work can be moved. (A lot can.)
