Jim Marshall brings up a good point. If you were going to implement chargebacks -- insert long discussion here about the perils of bad chargeback regimes -- why would you only charge for mainframes? Aren't there at least clients (PCs, Macs, handhelds, etc.) and networks, for example? Those certainly aren't free.
