IIRC, /*JOBPARM T=nn does that/did that, unless it's exit/parm enforced.
The first shop I worked at (1981) had that in place.

BTW, where is the productivity in that.
If I have to compile/test and processor usage causes a test job to slow down, 
the resources consumed are wasted, if I have to re-submit!
