There are several FTP server names which all resolve to 207.25.253.31 as the
so-called "testcase" FTP server:

testcase-yellow.boulder.ibm.com
testcase.software.ibm.com
testcase.boulder.ibm.com

If you are using any of the above names, and the below note from Sam is
correct, you are affected by this change.

And, ...  

I wonder if we will see changes to other FTP services we likewise depend
upon?  Such as the one used by RECEIVE ORDER?

Please note how similar this IP address is to the one being changed that
belongs to testcase-yellow.boulder.ibm.com.  As I recall, there are several
more FTP addresses in the 207.25.253.x range as well for other purposes.

Like many, we have carefully defined (and justified) all the FTP sites at
IBM that we interact with to our internal firewall gods, and it is not
necessarily trivial to get new sites added.

As another poster has observed, this is not trivial, and hard to do at the
drop of a hat.
