I brought this up with one of our IBM reps.
Here's the response he got from somewhere within IBM: "our z/OS Service planning folks are aware of this change and are working to publicize to our z clients. The "IBM official announcement" of this change will take the form of a "Technote" which is being worked on now and will be published sometime next week. The technote will go to subscribed z/OS customers identifying the IP change. Additionally, the FI that level 2 places in PMRs which provides the IP address for customers that need it instead of the name will be updated as well. Some other things currently under consideration, It may be beneficial to add the IP change information along with the date to the internal testscase web page <http://w3.tap.ibm.com/w3ki03/display/iscswias/Testcase%20Data%20Exchang e#TestcaseDataExchange-overview> and refer internal users to that for the latest information. The external page for HTTPS <https://207.25.253.31/> transfer would also be a good place to document the change since that is a site that external customers can access."
