Hi Gadi,
This is almost certainly due to a micro-code problem fixed by MCL G40963
096 for 2096.
The symptoms are that one of the links is not initialized correctly with
the stratum
level of the connected server. If you can see that both links are active
via the STP
status panel then this sounds like the problem.

You would have to open a PMR and send in a dump of *MASTER* (say) to have
this verified.
The circumvention is to configure the PCHID offline/online (making sure you
configure
the related CHP offline before and online after). Note this is just a
reporting problem
but with only 2 links it would be best to get it resolved via the
circumvention.

The dump is needed to verify which link has the problem. Of course you
could trust me
that this is just a reporting problem and perform the circumvention to both
PCHIDs
(risking losing your sysplex if there truly is a problem with one of the
links and you
configure the only good link offline...).

I would recommend opening a PMR to verify and determine which link needs to
be taken
offline/online if it will take a while to install the MCL.
