You're right, my bad.  The OP was talking about MSGCLASS, not MSGLEVEL.
What my brain told my fingers to write was that you cannot use MSGCLASS
on the JOBCLASS statement, but my fingers typed MSGLEVEL.

What makes you think so? 

JOBCLASS(A) MSGLEVEL(2,1)   is a valid init statement.
