As far as I am aware, there is no other software apart from CMF that emulates the RMF SMF record cutting and ERBSMFI interface.
The knowledge requried amd code complexity to write and support such a tool and make it compatable would probably cause the license cost to be around the same as RMF/CMF anyway. Without RMF/CMF, there are probably reporting capabilities in some other ISV monitor products that might get you some results - however I would not be surprised if some of those tools did not depend on RMF records (or ERBSMFI calls) to gather certain measurements - and the cost of the ISV monitors would probably exceed that of RMF/CMF anyway.
