Why paint yourself into a corner? You may want that function in the future, even if you don't need it now. Just do it. There is another APAR OA13453 that required increasing the BCDS recordsize to 2093 to support volume stacking w/encryption anyway.
Since the actual record in the BCDS is variable, this change cost's nothing except time. Simply define a new BCDS and specify RECORDSIZE( 344 6544), repro, rename, and restart. You're done! I looked for the FRBACKUP parm in the DFHSM Parmlib - ARCCMD - but I couldn't find it which would indicate that it is not being used. I also looked for the parm MAXCOPYPOOLTASKS which according to the doc. controls the FRBACKUP. It was niether found.
