I'm a little late to this conversation, but I just wanted to chime in and say that I agree with the other commenters. Having RMF or CMF is a prereq to "ordinary efficiency." And if you're not "reasonably" efficient, you're wasting (other) money. That's not a platform-specific statement, by the way. Please also note that RMF or CMF may be a mandatory prerequisite for certain other products and/or product functions.
You mentioned that you have a Sysplex. While I cannot recommend either of these steps -- and you need to check with the two vendor representatives to see if they make any sense whatsoever -- here are a couple options that may be technically possible: 1. License RMF or CMF to only one member (machine) and/or select LPARs. Thus get only a partial view of your environment. (I am probably assuming sub-capacity VWLC here, at least in RMF's case.) 2. RMF at least is a Monthly License Charge (MLC) product. In principle you can license it for a "few" months. Then, if you have a very rare un-dynamic environment, you may be able to discontinue the license. Make sure you understand the full costs involved in reactivating the license when you (probably inevitably) need RMF or CMF again. To repeat, I'm certainly not recommending either.
