The other nagging feeling, is to remember to take away TOL(ENQF) on RESTORE via the SAF rules. At a small shop I used to work at, developers had access to production datasets(wasn't my choice), and restored a production dataset that was in use by CICS, and got in a lot of trouble.
Just gotta review the controls, and make sure the proper access is in place...
