Ron, First, do you have a z/OS (1.7 - 1/10) running? You didn't mention that.
Second. If you do and it's a Cobol APP and you have the source code just take the program and re compile it using the O/S Cobol compiler. Correct any syntax errors correct the run JCL (from VSE to MVS) then move the data with something like FDR or DFDSS. Also, check with the z/OS Cobol syntax manual before you start.
