The paper does a good job of describing multiple problems, and describes how its solutions address those problems. It does NOT mention problems caused by its solutions (and nobody would expect it to.) It does not potential metion quality of service problems. It does not mention stagnation of application development that sometimes (always?) goes along with outsourcing. I would rather see a similar white paper from a less biased author. However, I'm part of the greying problem that is leaving the solution to the next generation. I hope that next generation either finds a solution that doesn't involve outsourcing, or finds outsourcers that pay well and don'r require relocation.
