We have very limited online storage, but nearly unlimited ML2, so for
example, to put all the SMF dumps to ML2 would be nice.

You might consider a IEFU83/IEFU84 exit. DSNAME selection could be by a
table and the appropriate HSM commands could be issued.
Just be careful to NOT SPECIFY WAIT! Else you'll get some highly
undesirable effects.
