It's a bitmap of routing codes
0004000 is 0000 0000 0000 0100 0000 0000 0000 first bit is routecode 1
next is 2 etc.
Translates to routecode 14
2800000 is 0010 1000 0000 0000 0000 0000 0000
Translates to routecodes 3 and 5
