In the shops (ok, shop) I've worked that prohibited FTPs to/from the
mainframe they allowed SOME FTPs - FTPs with those business partners
that, for whatever reason, could not send data any other way.  They
apparently understood that FTP wasn't problem.

But their having that knowledge doesn't imply that they used  logic.
Preventing us from FTPing to/from the mainframe (where they controlled
access via firewalls, etc.)  forced us to to find some other method
(where they controlled nothing!).   The process involved one or two 
intermediate hops so was cumbersome,  but allowed us to do our  jobs - 
transferring data to/from IBM and other vendors.  But it could just as 
easily have been used to transfer corporate data to/from competitors. 

Sheesh.
