You requested activation of an IODF that would cause a device defined as static to be deleted from the system. Verify that you attempted to ACTIVATE the correct IODF. If the device must be deleted, it can first be changed to be dynamic via one ACTIVATE and then deleted with a second ACTIVATE. The storage used to represent the static device is lost to the system for the rest of the IPL. The device number is specified as "dddd" or "sdddd". "dddd" is a device number in subchannel set zero. "sdddd" is a logical device number where "s" is the identifier of the subchannel set in which device "dddd" resides.
