The only that I can think of is to load the table at IPL time (CLPA) and thus 
not require a user written program to allocate the HVCOMMON and load it. Also, 
the LPA loading could resolve any ADCONS in the module. This latter could be 
done if IBM were to allow a "directed LOAD" into HVCOMMON by a program. 
Otherwise some other method for "pointers" would need to be done. Either the 
loading program would need to resolve them, or the loaded pointers would need 
to be "offsets" from the base address of the HVCOMMON area and resolved each 
time they were used at execution time. 

Anybody who tried actually running such code would get just what the deserve.
