It could as well be any program as IEFBR14, or any other means of allocation (couldn't it?), such as TSO ALLOCate, BPXWDYN, or SVC 99. Simply, substuting "allocation" for "IEFBR14" would have been more precise. At least the writer could have included "for example" in the sentence.
