Yes; I see the output of the ERROR block after the IF and before the
%USERPROC.

I'm not at work, but I don't believe that there is a continuation
preceeding the IF; both the IF and the THEN have trailing +.

USERPROC doesn't exist; the IF is there to make it optional.
