  The loading of the PGM2 is done under the newly attached TCB. 
What happens 306-wise with this load, and any subsequent LOADs/LINKs
issued by PGM2, are the results of the normal documented rules for
Contents Supervisor, and depends on whether or not the jobstep 
under which the PGM2 TCB is APF authorized.  This may be affected
by RSAPF=YES.

  RSAPF=YES is intended to be used only by the Initator, 
Started Task Control and the TSO TMP.  Any other use is likely 
to result in a system integrity exposure.
