I know that the IEF233A message is issued at step start for mounting a tape
referenced in the JCL. And I know that the IEC501A message, if necessary, is
issued when the tape is actually OPEN'ed. My question relates to the WTO which
writes the message. It appears that the IEC501A message is always a single WTO.
That is, in SYSLOG, the message has an "N" in column 2. If the DSN is too long,
then the next line is an "S" line, to indicate that it is a part of the
previous "N" line. But the IEF233A message is sometimes an "N" line, if it will
fit on a single SYSLOG line (i.e. is short enough), but other times is an MLWTO
with an "M" and "E" set of lines. Also, the IEF233A message is more
"intelligently" parsed when it is an MLWTO. From my looking, the DSN is never
split in two.

Any technical reason, or was it just the programmer decided to do it that way?
