Sounds like the base issue is NOT a PF key setting issue as the original poster 
stated in a previous note that keying in the actual UP and DOWN commands on the 
command line also did not work.

I have.  Seems as though EDIT, VIEW, and BROWSE, under some setups, have
their own PFKEY settings, and you have to be in EDIT to see the EDIT
PFKEYS using the KEYS command.

Maybe it's a longshot, but I'd give that a try.  Have that user go into
EDIT, in the member they want, and type KEYS and check their PFKEYS
there.
