We had a couple of non-VTS drives for external tapes, but none were automated.

If you have VTS then you have real tape drives is automated library as
well. Well, at least vast majority of shops (using VTS) do use VTS
solutions made by IBM and STK - both are using real ATL as a backend.
You can also have some stand-alone drives, but as an addition,
completely unrelated to VTS.
There are some niche VTS solutions where no real tape is required
(required <> allowed).
Regarding to original topic - yes, it is feasible to move HSM data from
3590 to VTS virt 3490E. The best method IMHO is recycling. Number of
volumes probably will increase, but it depends on PERCENTVALID.
