The Java JVM requires USS in that the address space must be "dubbed" for Unix - but this could be in a batch address space, a STC, CICS, IMS, .....
What you probably want to know is whether jrio.jar and its native library (both part of the SDK) can be used only if the Java VM is started with the "java" Unix shell command..... the answer to this is no - JRIO can be used in any z/OS SDK JVM. BTW: The same answers applies to the JZOS Toolkit apis (ibmjzos.jar), which are also part of the SDK and provide similar function to JRIO.
