OK, so this was a long time ago, but when I worked on 2314s none of the
paint was tacky, either inside or outside the box. (Some of it got oily
from hydraulic fluid leaks from time to time, but that's different. ;-)
From my ex-CE's point of view, anything that might hold dirt or dust
inside a disk drawer is bad. Once the air starts to move some will
eventually work free, and if it should find its way into the disk
pack/head interface Bad Things will follow. You really want the airflow
through the drawer to have cleaned out the junk *before* the heads load
to the home position and the device becomes Ready, and for that you need
smooth, dry, non-tacky surfaces.
