You can use IKJ :

//SYSTSIN DD *
SUBMIT 'YOUR.PDS.JCL(JCL)'
//SYSTSPRT DD SYSOUT=*

Hi,
I have a requirement where I need to submit a JCL stored in a flat file / KSDS
file from within another JCL which is executing.
I remember there is some IKJ utility that allows us to do that, but, I can't
quite remember the name.
It would be great help if I can get some pointers.
