A simple question. Do you have more than the 2 LPARS? If so, the the ZSYSID will probably be different for each LPAR.
If that is not what you want, You may need to create a LOGON process to set a var that is used by your ISPF Prim panel. That way all LPARS except SYSTS1 will get the same library, and SYSTS1 will get the unique one.
