My understanding is opposite:
Both Canada and the US uses a billion to mean a thousand million (giga -- 
10^9), whereas Britain uses a billion to mean a million million (peta -- 10^12).
And, I believe they (UK) are the only ones that use 10^12 as a billion.

BTW, SI (the Metric System) also uses a billion as 10^9.
