I got a similar question just today, as it happens. The fact is that IBM's development labs have not tested CICS TS 1.3 on z/OS 1.10. CICS TS 1.3 reached End of Service on April 30, 2006. z/OS 1.10 became generally available in September, 2008. So there was a big gap between those two particular releases. That means CICS TS 1.3 was good to go (i.e. lab tested) up through z/OS 1.7.
I would recommend contacting IBM to ask for some migration advice on how to manage a CICS TS upgrade in the overall context of your release upgrade project. There may be some limited things they can do for TS 1.3 within a defined migration project.
