Check the manuals for you installed release of z/OS. The availability of system symbols in USSTAB processing appears to have changed between z/OS 1.7 and z/OS 1.9. The manuals I used above are both for z/OS 1.9. The 1.7 versions do not refer to using system symbols in the USSTAB.
