The limit needs to be established and documented as a "shop standard", 
hopefully based on business need (not programmer laziness). Once established, 
it need to be enforced (in the DASD area, we have programmer who simply don't 
care to try to size datasets. They simply allocate huge amounts and complain if 
there isn't enough on the floor). But there needs also to be a way to have the 
limit adjusted based on changing needs.

Also, I put the limit where I want it. If it causes a problem, it __should__ be 
detected in test, before any business problem occurs. And then the reason for 
the need can be explained. Buffering a 10G VSAM file in memory is not a good 
reason (IMO). And, yes, we have programmers who want to do that sort of thing.
