Howard, Any chance your shop is licensed for IBM's stack as well as CA's? If so, you should be able to run IBM's ftp client without running their stack. It might be worth looking into.
On my system, IBM's TCPIP is licensed via the IFAPRD00 member in CPAC.PARMLIB.
