I checked the faulty VOLSER using TMS (ca-1) (under TSO/ISPF) and the volume 
has a dataset already expired and it is in DELETE status.

Add the volume to the TMS DB and it should resolve the issue. DELETE status 
indicates the volume does not exist (and thus cannot be used). 
Think of this as a "place holder" in the TMSDB.
