Well, strictly speaking, *I* am not the vendor, but I am where the rubber meets the road, as it were.
FWIW, there was code in place that purported to check for these "comment paragraphs" and process them correctly, but it was not getting hit when I ran this source through it. I suspect it was unit tested once upon a time and some other change caused it effectively to be bypassed. Obviously this case was not in the regression suites, but it is now! Change is in place.
