I'd go with: FTE gross pay x 2 + purchase price of all the hardware / lifespan + maintenance contracts on all the hardware + annual software license costs + facility (HVAC, power, water, real estate, housekeeprs, trash bags, etc) + materials/supplies (tapes, paper, laptops, desktops, etc). + allowance for growth. + fudge factor for forgotten things.
