I looked at the V1.13 glossary and found

program temporary fix (PTF)
For System i, System p, and System z products, a package containing
individual or multiple fixes that is made available to all licensed
customers. A PTF resolves defects and might provide enhancements. See also
fix pack, maintenance change level.

I also found

program update tape (PUT)
A code release to Transaction Processing Facility customers containing
maintenance (program fixes) and new function. See also Transaction
Processing Facility.

And

product support plan bucket (PSP bucket)
Storage for the instructions and the program temporary fixed (PTFs)
required to migrate to a new software release.

So the P appears to be used as program and product where, in my feeble
mind, I've substituted one or the other at one time or another.

Where do we look, besides in our collective memory, to find the definitive
answer? I Googled for "IBM PTF" and "programming temporary fix" and got
4.13 Megahits, whereas "IBM PTF" and "product temporary fix" yielded only
1.54 kilohits. Did IBM ever define this elusive term in a glossary? I
would look in my SMP reference book, but I haven't had one at my
fingertips for over 30 years. My recollection is "programming", and that
was even before I discovered the almost 3,000 to one ratio favoring my
memory.
