Both CMS and TSO have an EXEC command. Given that TSO does *not* have
a CLIST command, I consider referring to a script written in REXX as a
clist to be deplorable.

OTOH, an argument against the use of the term script is that there is
a SCRIPT command in both CMS and TSO that has nothing to do with
running scripts, but is rather for formatting documents from the
marked-up text.
