Radoslaw, Infrequent but not illogical.
I've used it for datasets that are only opened and written to on a weekly or monthly basis. The secondary extents are allocated and used when anything is written. You will also find empty datasets with space released to zero tracks. This is one of the effects of having a HWM written to an empty dataset. If it is logical at space release, why wouldn't it be logical at allocation? It's net same result.
