Peter,

They are basically running the same command without the SMSDATA(ACTIVE) and 
excluding various volumes. The MCDS is defined in the MCDS DD statement.

DCOLLECT MIGRATEDATA -                                           
EXCLUDEVOLUMES(xxxxxx,yyy*,z*,a*,bbbbbb,cccccc,ddd*, -           
               eee*) -                                     
      ODS(hlq.xxxxxx.yyy.DCOLLECT.DATASET.DATA) APPEND ELIMIT(100)

So according to both our understanding they should be getting space information.

Are they allocating the MCDS to DDNAME MCDS?  In any event, I obtain this 
information when I specify:

DCOLLECT OUTFILE(OUT) VOLUMES(*) MIGRATEDATA SMSDATA(ACTIVE)
