My head hurts. VM readily logs records written to spool but provides less account of actual output to UR devices. So, many years ago, a site that I knew chose to charge for the former, not the latter. One programmer did a large volume of SENDFILEs (analogous to TSO TRANSMIT). She was shocked at month end to receive a bill for an enormous consumption of the physical medium.
