But they do cost paper.  If the rationale is realistic chargeback,
the formula should suitably weight ink and paper.  And special
attention should be given to skip-to-channel-1.

My head hurts.

VM readily logs records written to spool but provides less account
of actual output to UR devices.  So, many years ago, a site that
I knew chose to charge for the former, not the latter.  One
programmer did a large volume of SENDFILEs (analogous to TSO
TRANSMIT).  She was shocked at month end to receive a bill for
an enormous consumption of the physical medium.  I don't
recall how her appeal was resolved.
