I'd still be better off politically with a "hack" solution than a vendor 
product (even vendor = IBM).

Have not yet looked but I wonder where in z/OS the offset is stored. I suspect 
it is in a system-wide data area, not region-specific, unfortunately.

Look at the product Hourglass.  It was used for Y2K but allows any application 
on a mainframe (TSO, CICS, DB2, Batch, etc) to use any time for that one 
job/task.

It belonged to Princeton Softech.  However I believe that IBM purchased it
